The grant supported a needs assessment conducted in target urban areas to identify constraints among potential beneficiaries of the Complementary Livelihood and Asset Support Scheme (CLASS). The assessment informed the development of training content on business management and life skills and a market access handbook that provides guidance on how to establish market linkages. The World Bank team also conducted a training of trainers workshop to equip the Ministry of Local Government and Rural Development staff with the skills to guide beneficiaries.
